Almost always. Work on the Loxahatchee or the Intracoastal typically needs town or county approval plus state and federal environmental review, and the Loxahatchee carries extra scrutiny as a designated Wild and Scenic river. A contractor who tells you no permit is needed is a contractor to walk away from.

How long does permitting take?

Several months is normal, and it runs longer when a seagrass or manatee review is triggered. Any schedule you are quoted should separate permitting time from construction time. If it does not, ask for that in writing.
